    It means getting rid of those links.

    Why should you do it?

    Because getting such links like links from link farms, sites that perform blackhat seo, spam links can harm your site.

    Toxic backlinks are the unnatural links that harm the search rankings of a website.

    A "toxic link" is a bad or unnatural backlink, usually associated with a penalty. So "neutralizing" it would mean that you get the link pulled or nofollowed so that it no longer causes you any harm. Usually what that entails is going back through your backlinks and identifying which are unnatural or causing penalty, then trying to get them pulled from wherever they're linked. You can disavow bad backlinks too, but the disavow tool is very powerful and should only be used if you really know what you're doing.
