Check where the actual servers are, not just where the company is registered. Some hosts market themselves as "offshore" but their servers are still sitting in the US or UK.
Look at the acceptable use policy carefully. Offshore does not mean "anything goes," and a host with a clear and honest AUP is usually more reliable long term.
Test their support before committing. Send a pre-sales question and see how they respond. This tells you a lot.
Make sure they have proper backups. Offshore infrastructure can sometimes be less monitored, so knowing your data is backed up regularly is important.
QloudHost ticked most of these boxes for me. Not saying they are the only option worth looking at, but if you are specifically hunting for offshore WordPress hosting with decent performance and real support, they are worth adding to your comparison list.
