Should I be using one over the other? Or Should I be using both?

Which one is the most SEO friendly to use?

Robots .txt is not necessary for all website, but meta tag is necessary for every website.

Meta tags are important compare to robots.txt file because of robots.txt file tells search robots which pages you would like them not to scrawl by search engine.Meta tags contains meta title,meta keywords and meta description that is scrawl by search engine according to the functionality.
