Is regular changes of meta title harm for website rank? actually before a week my website ( PHP Assignment Help ) is on 11th position on Google search results. But after changes of meta title & description it is going down and now it on 23rd position. So i want to know due to meta title or may be other resion behind this.

On-page have a big impact on your website ranking. There is a big chance that your website ranking may have affected by this. You need to use your relevant keywords intelligently in title and description.

Frequent changes of meta tags will affect rankings and provide improvements only when relevant keywords are used in it.

No, but its not a good way. Once you add fresh meta title in your site then you must need to analysis the changes in the ranking results on SERP so that you can decide whether you need to change the meta title or continue with the same meta titles.
