I think it all depends on which site linking to your site. If you get one link from without PR site and another link from 2 PR site, then 2 PR site's link is more powerful.

One-way links which come from relevant web spots seem to be the best and strongest types of links which can be gained and if you take a closer look at status of top-ranking domains on major search engines including Google, you will find them powered by lots of links, featured with proper anchors and originated from authority spots.
Relevancy issues and selection of anchors are still very important indeed, heavily affecting the way websites are operating online and naturally, links which come from related web fields to the subjects of promoted sites would tend to be very strong. Quality of the links can be far more significant than their quantities in most cases.

Dofollow, nofollow, blog, blog comments, in articles, PR0, PR7... It doesn't matter!!!
The most powerful backlink is the one that gives you TRAFFIC! It doesn't matter WHERE it is, if it gives you traffic, then it's doing it's job.
The reason people will say any of these others is that each of these may have some factor in how a page is ranked in search engines, but what is the point of search engine ranking? TO GET TRAFFIC!!
That's why blog commenting can be so powerful.
That's why guest blog posting can be so powerful.
That's why Twitter/Facebook/Google+1 can be so powerful.
That's why a link in your signature in an email or on a forum can be so powerful.
EACH OF THESE IS A SOURCE OF TRAFFIC!
So what is the most powerful? You never know WHICH one is going to be the one that will eventually bring you the traffic you want... That's why the goal is to have a variety of them out there. Instead of worrying what the best or most powerful kind of backlink is... Just go out and make them!

Of course, the link from site with higer PR and quality content, it is better that the site content is linked with yours.

Back-links consider to be Powerful are..
1) High PR as much as possible
2) Page should must be cache and index.
3) Link should must be Do-follow.
4) Less Obl page and resource page links remains good.
