This is depend on your site. how many pages are in your website? you can use 3-4 keywords for each page.

I think for homepage we can choose 5-8 and for inner pages I think 3-4 are enough.

10 to 15 keywords would be the best option. If you are on top of 10 to 15 highly competitive keywords then you can drive a lot of traffic to your site.

As per my opinion we should not target more then 10 keywords on home page and rest of the keywords target in inner pages of sites like services and product pages of sites, If you will target more then 10 keywords for home page Google may consider it as a spamming, so better to have target other keywords in inner pages.
