Updating content can definitely help, but it's not always necessary. Many sites are not updated on a regular basis as for some sites it is not necessary from a usability point of view. These sites still rank. In fact, the majority of non-news sites aren't updated much. If there are ways you can regularly update your content that doesn't cause a problem for visitors then it is worth doing, but it is not the be-all and end-all of website's ranking.
