Google Disavow Links tool is an attempt by Google to give power to webmasters to report and submit such links to Google, and if they were hit by negative SEO or any Penguin update, this would help them to quickly get out of it.

The first thing you should do is to look at the anchor text of the link. If it sounds suspicious, incoherent or doesn't coincide with your niche, it can be a strong signal of a spam link.

Using search console.
Login to your search console using Gmail and add your website if you haven't added it before.
Go to top linking sites and you will get to see all the links that are pointing to your website.
Select any suspicious or bad links and add them to a notepad file.
You can disavow them using the Google disavow tool.
Search for disavow tool in google, login using your Gmail, select your website and upload that notepad file which you have saved, click on submit button.
Google will take some days to disavow those spam links from your website.

When you detect a suspicious domain, click the number under the “backlinks” column for more details. The first thing you should do is to look at the anchor text of the link. If it sounds suspicious, incoherent or doesn't coincide with your niche, it can be a strong signal of a spam link.

Google recommends that the first and only place you should look to find a list of your website's backlinks is in your site's Google Webmaster Tools. To do this, log into your Google Webmaster Tools account and select traffic, then links to your site, then more.
