Its False, more complex the system more way you can break it.

i don't think that it is true abd I assume there would be more ways of breaking a Joomla based design than an HTML design

Joomla websites provide more security than HTML due to coding components and script elements. Joomla offers security beginning with the installation and finalizing with it's post-install options. You should consult a webmaster or a greater experienced website technician before relying on Joomla extensions that have been forum flagged or group reported by Joomla programming users. By avoiding mal-wormed extensions and scripts that conceivably add functionality to your Joomla website, you gain security and block any potential damaging SQL injections and other harmful code. It's recommended to avoid any extension unless it has been tested on the support site of Joomla. If you avoid these rogue extensions you can operate a very secure website with Joomla.

Joomla uses PHP code, and used properly can be highly secure and lessen the possibilities of malicious security alterations. If you study enough of the PHP code then you can open a file identified as a virus, for example, in a text editor, then look for contents that are suspicious or discover anything other than it's intended purpose.
