I want to develop website, please help me

Hi,

I want to develop a website, with following features
1) Want to share Articles & News, with enabling public/users to comments
2) Wish to have a Forum kind of setup for discussions (Registered Users)
3) Wish to integrate with social networks sites like Facebook & Twitter... (Like, Comment, Share)

I have basic knowledge on HTML, and wish to do it on my own.... it's my dream project...

Please Please tell me, what are programming languages that I need to know, to build my dream website...

I heard there are Free Tools/Utilities to build websites, can you please suggest me about those applications...

Please help me...

Sitefinity can do all of it (except maybe the free part). I do not know if there is a community license available. If you need help with the initial development and hosting of the site.
