There are several web design languages are available you can opt any of them as per your need. However, in my opinion, HTML and CSS are one of the best options for Static website. For dynamic website, you have also various options but PHP and ASP.net both are well known and widely used in web development for dynamic website. They have various features and techniques. For dynamic website, mostly I preferred to use PHP because it is cost effective and open source language.
