A reseller hosting is basically a service of reselling disk space from a provider. VPS, on the other hand, is a virtual private server. It is simply a server that one can do almost anything with it. One can also use VPS to start a hosting business by creating packages and selling disk space of the server.
If you have good technical knowledge of managing servers then VPS is a good hosting service to start your web hosting company as it is more flexible and often save cost in the long term. But if you have no technical skill at all then reseller hosting is a much better choice as you do not need to manage the server since it is the responsibility of the host.
